This approach represents a significant change over the two-agency system, in which one agency offers a choice of multiple HMO plans that compete against the other agencyâ€™s home-grown state plan. The state officials passed Senate Bill 94, proposed by Senator Ron S. Calderon (D-Montebello) Chairman of Banking, Finance and Insurance to protect California home owners from scams among loan modification companies. Despite the good intentions behind the conception of the bill, some homeowners and private housing sectors are raising their eyebrow. Winning a vote of 21 to 14, on May 21, 2009, Senate Bull 94 was passed in the senate and it is awaiting referral to a committee. The Senate Bill 94 states that:â€œIt is not necessary to pay a third party to arrange for a loan modification or other form of forbearance from your mortgage lender or servicer. You may call your lender directly to ask for a change in your loan terms. Nonprofit housing counseling agencies also offer these and other forms of borrower assistance free of charge.â€However, home owners and private housing sectors are seeing loopholes in the Bill. According to them, it missed the fact that there are private companies with good reputation that can serve as middle men between home owners and lending institutions in processing mortgage restructuring transactions. Many of these private companies have successfully helped many Californian homeowners, especially those private sectors licensed by the stateâ€™s Department of Real Estate and/or Law firms. Now that foreclosures cases have been continually increasing every month, one can clearly see that Californian homeowners will not benefit from any legitimate avenue being unjustly maligned or overlooked. Many are asking if the Bill will be beneficial to home owners in the brink of losing their homes? Others are saying that although the Bill was supposed to protect homeowners, it was poorly researched. It did not have any accurate data on the contribution of the legitimate loan modification deals in California. So many are asking: â€œHow can a senate bill written without the knowledge of how many homeowners were saved by private sector mortgage restructuring firms monthly help the homeowners?â€ According to those who are against the Senate Bill, the newly passed bill did not have the data on the sustainability of modifications obtained by private sectors when it was written. If a proposal plan was meant to help or improve something in the future, the first step is always to study the present situation of the subject before devising a plan of improving it. How can a solution be a solution if it does not have the full knowledge of the subject and the problem it was meant to solve?Many Californians have been victimized by scammers; however this Senate Bill seems to be ineffective in solving the present dilemma of millions of homeowners in the state. Sadly, the Bill leaves a question: â€œHow can this Senate Bill 94 ward off scammers?â€ The Loan Modification Bill may still need some adjustments to truly help protect the rights of homeowners in California. In the mean time Californians should be more cautious with who to ask for help about their mortgage transactions.

There are approximately 211 accredited physical therapist education programs offered to the public in United States. This field is indeed rewarding but competitive. If you wish to be the top professional in this line, first thing first, you must maintain a strong GPA so that you have a higher chance to enroll yourself to one of the top schools in Unites States.

Let’s take a look at the result from the formal survey done by U.S. News and World Report in 2008. University of Southern California is ranked as No. 1 in United States. Dental Group Scams, Dentist Fraud, Rip Offs, Bait and Switch, False Advertising and Dental Malpractice in California

According to the Coalition Against Insurance Fraud, most dentists are honest and ethical dental practitioners who provide their patients with professional and caring treatment. We agree wholeheartedly. Most dentists would never consider being part of a scam, rip off or any type of fraud.. However, the Coalition Against Insurance Fraud, which has many insurance companies among its charter members states that “a small but disturbing number of dentists, however, are dishonest.” While it can be difficult to determine who is at fault in a specific dental office, the complaints made by certain dental patients in California paint a disturbing picture in some situations of fraudulent, negligent and unethical treatment.

Being primarily a plaintiffâ€™s law firm (although one that has on occasion represented Canadian insurance companies – you shouldnâ€™t really hold that against us since, after all, they were Canadian), we rarely take sides with insurance companies. However, when it comes to dentists involved in scams, rip-offs, over-charging and performing negligent dental treatment, we agree that something can and should be done to prevent these few bad apples from tarnishing the dental profession as a whole with the same toothbrush.

Scams by disreputable dentists include providing worthless or unnecessary treatment, over-charging for routine services such as teeth cleaning, inflating estimates for dental work in order to push dental plans that may or may not even be valid insurance plans, operating dental clinics without the proper precautions for safety and hygiene, and operating without sufficient or properly trained and suddenly rude inconsiderate staff as soon as their billing practices are questioned or advertised services are asked to be performed. And then there are the dentists who simply provide negligent dental treatment. We know that anyone can make a mistake. Our concern is with those dentists either participating in scams and defrauding their patients or those who on a regular basis commit malpractice.

Unfortunately, a few bad groups of dentists participating in scams instead of good dentistry, who put the pain in peoplesâ€™ wallets instead of putting smiles on the faces of their patients, lead to complaints and word of mouth to avoid these dentists at all cost. At a time when economic conditions are nearly as bad as they were in 1929 or â€˜39, dentists offering low cost teeth cleaning, X-rays and other routine services should be the norm. Instead, some dentists have chosen to inflate their prices, and prey on the unwary by using tactics such as the old bait and switch. Patients come into their offices for advertised services for an advertised dollar amount and are instead talked into much higher $ services when they are told they have a need for braces, extractions, deep cleaning, gum treatment, mouthwashes, expensive night guards, fillings, root canals, crowns, dental posts and retainers.

These rip off artists go on to provide worthless treatment to those who can least afford it. Their offices inflate their bills, and sometimes may even provide (or in the case of phantom treatment, fail to provide) treatment by unlicensed or improperly trained or licensed staff, who like Jekyll and Hyde suddenly turn into con artists and high pressure salesmen if not rude and pushy bullies when their estimates or bills are questioned and who go on to either refuse to provide the advertised services or who tell patients in pain and in tears to leave and never come back.

Patients expecting the usual good service offered by honest dentists instead find themselves the victims of fraud. They are sold fake dental plans, or told they need painful, dangerous and sometimes disfiguring surgery not covered by insurance plans. They are told by office staff members that they have gum disease if not poor gum health, that they need expensive mouth rinses and antibiotics, that they need cavities filled, fillings replaced by expensive dental posts, teeth extractions, deep cleaning and possibly gum treatment as well, and in order just to get the simple low cost service they came in for, they will need to wait hours if not return another day, at a cost of more time and money because the dental hygienist who should have been there for the appointment it took three weeks to schedule is not there after all.

Most dentists are honest and caring individuals who genuinely have the best interests of their patients at heart. They become friends with their patients and often treat them and their family members for life. It is therefore disappointing that those few dental groups who would put profits ahead of ethics would risk tarnishing the reputations of these honest dentists. Blue Shield coverage will remain in effect until Jan. 1.California has ousted Blue Shield, the state’s second-largest not-for-profit health plan, from the state’s high-risk medical insurance pool because its premiums were too high.The pool, known as the Major Risk Medical Insurance Program, or MRMIP, insures more than 6,700 Californians who have been shut out of the private health insurance market because of pre-existing conditions.Through MRMIP, such people are able to buy coverage from private insurers at premiums that are supposed to be 25% higher than the market rate for a comparable policy. The state reimburses the insurers for any losses they incur.Despite the state’s backing, Blue Shield’s premiums have been substantially higher than those of the other two private insurers in the program, Kaiser Permanente and Anthem Blue Cross of California.High-risk pool officials said they put Blue Shield on notice last year over concerns about its high premiums. And the insurer’s participation slipped to about 80 enrollees this year.Blue Shield’s “rates continue to be at a level far higher than the other plans’ rates,” PriceWaterhouseCoopers said in a recent report to the MRMIP board. For single subscribers, the report said, Blue Shield’s 2010 proposed rates would have been “1.5 to nearly 3 times higher than those of the other plans.”Blue Shield declined to discuss its ouster. The insurer issued a statement: “In our many years of participation in the MRMIP program, we have always set rates in compliance with state laws and regulations. This year we reduced our rates at the request of the [MRMIP] board, but they chose not to renew our contract.”Janette Lopez, chief deputy director of the high-risk pool, said Blue Shield’s final offer wasn’t a good deal.”One of our top priorities is making sure that uninsurable Californians have affordable choices in MRMIP, the insurance program designed to help them,” she said. “At the end of the day, Blue Shield was not able to provide good value for our subscribers, so we were unable to renew their contract.”Enrollees in Blue Shield “will be able to stay in the MRMIP program with other insurers,” she said, “and we are confident they will get the care they need at an affordable price.”Blue Shield coverage will remain until new policies take effect Jan. 1.Blue Shield’s high MRMIP rates also adversely affected policyholders in another type of safety-net coverage available through the Health Insurance Portability and Accountability Act. Insurers are required by law to sell that coverage, known as HIPAA insurance, to individuals whose COBRA benefits have run out.Typically such individuals have pre-existing conditions, are more costly to cover than average consumers, and would not otherwise be able to buy insurance in the private market.State law caps HIPAA premiums at the average of premiums paid for MRMIP policies. For several years, Blue Shield charged premiums for its HIPAA policies that were substantially higher than its competitors, including Anthem Blue Cross, Health Net and Aetna. Once you have mastered a few cords keep learning more and more. Then you can begin to use variations of these cords to play songs you know or write new ones. This is some of the steps in learning how to play guitar.I have had my students try different course programs that help them to learn guitar. One good thing about the courses you can take from home is that you decide when you want to take you guitar lessons. You can also decide how many times you want to repeat guitar lessons.This gives you flexibility and now time is on your side and learning guitar fits into any schedule. Most of my new students learn guitar basics and are already playing songs by the end of a weekend. Learning guitar is always easier than the person thinks. People of all ages can achieve many different levels when they decide to learn how to play guitar.You can learn electric and acoustic guitar with this course. I am will reviewing another course for those people who really want to get the most out of their guitar lessons. For now I have found at least one very good course.Come back every so often as I am in the process of reviewing some other courses.
